<evalMethDesc>The goal of this project is to identify and classify change according to the FLUCCS level 2 classification data scheme. In order to assure the accuracy specifications for the project are equal to or greater than 85%, a stratified random sampling method was used to determine estimated error rates. The stratification is designed to evaluate the accuracy of change detection as well as the accuracy of the classification when change is identified.</evalMethDesc>
